The Cook Islands are an independent state which is recognized by the United Nations and by over 20 states . However, the Cook Islands are not a member of the United Nations. There are many association agreements between the independent states of Oceania and other states, such as Palau, the Marshall Islands and Micronesia with the United States and the Cook Islands with New Zealand. 

Although Niue has the same status as the Cook Islands in relation to New Zealand, only a few states recognize it as independent. Therefore, Niue is included in the list of dependent territories. The only land border between two states in the entire region is on New Guinea between Indonesia and Papua New Guinea. According to the above definition, however, New Guinea is not part of Oceania.
